		<description>Good article.  However, I doubt that a salary cap and floor would help much.  All that a salary cap would do is let the owners keep more money, at the expense of the players.  And a floor is unlikely to work -- making owners pay more seems unlikely to help them compete.  I also doubt that the players (cap) or the owners (floor) would agree to your suggestions.  

The heart of the problem is that many rich owners run their teams to maximize profit, instead of trying to win at all costs.  Finding more owners who really, realy want their teams to win would be a good start.  Although this would make many of the current owners look bad -- I mean, how many of these guys are pocketing revenue sharing and luxury tax money right now?</description>
